Staker Parson Companies Kicks Asphalt, Taking Several Quality in Construction Awards for Quality Pavements
May 4th, 2015: Staker Parson Companies and Hales Sand & Gravel were recently recognized for their excellent asphalt pavements. These were the only companies in Utah to receive the award this year. This is not the first time the companies have been recognized for their quality work paving the roads and highways we travel on. The awards were given in Florida at the annual awards breakfast on January 28th, 2015.
The Quality in Construction Award goes to those asphalt pavements that “deliver on the promise of high performance and drivability for the public,” said William C. Ensor III, NAPA 2014 Chairman. “Projects that earn a Quality in Construction Award have been measured against industry best practices designed to live up to that promise. I’m proud to say that, in earning a 2014 QIC Award, winning contractors have met or exceeded these rigorous standards.”
According to NAPA, eighty companies were honored with a Quality in Construction Award. Ninety of the projects were singled out for their use of sustainable construction practices, such as incorporating reclaimed and recycled materials and using warm-mix asphalt. Staker Parson Companies in Ogden and Hales Sand & Gravel in Redmond, Utah were among those companies.
The projects that were recognized are listed below. These projects could not have been completed at such a high quality standard without the teamwork and attention to safety from the employees, supervisors, and contractors.
Hales Sand & Gravel of Redmond, Utah
- Hales Sand & Gravel Co. won the award for the construction of Runway 1/19 at Richfield Municipal Airport. The pavement consisted of geotextile fabric, 21 inches of subbase, 4 inches of permeable subbase, geotextile fiber, 8 inches of aggregate base, and 4 inches of asphalt for the surface. The company used a GPS-equipped paver for the final course.
Staker Parson Companies of Ogden, Utah
- Work on U.S. 30 in Montpelier, Idaho: The company milled three inches off each lane of this busy two-lane highway, performed a full-depth reclamation, and then placed a final asphalt surface.
Staker Parson Companies of Salt Lake City, Utah
- Work on I-15 in Utah County: The company worked at night, milling the roadway and placing a 1.5-inch course of asphalt on the surface. This was a pilot project that reduced motorists’ speed to 50 miles per hour in the work zone, which made crews safer without increasing traffic delays.
- Work on SR 172 in Salt Lake County: The milling and paving work required the company to use several different traffic patterns to keep motorists safe. Staker Parsons Cos. completed the project on time and within budget.
- Work on SR 190 in Brighton: This road is at the start of Brighton Ski Resort, which creates sub-surface and surface conditions that vary from saturated to dry. Staker Parsons Cos. worked on the road as snow melt started, but overcame problems to build a quality asphalt road in partnership with the Utah DOT.
- Work on SR 89/State Street in Salt Lake County: Challenges included creating a workable schedule that allowed completion of this heavily traveled road within 90 calendar days. Work included milling and overlay of the road, as well as ramp replacements and utility collar reconstruction.

Article 1
To All Utah Employees,
The success of our business, and each of our jobs, depends on transportation funding. Utah is growing rapidly and its very important our transportation system grows to support our economy and quality of life.
Please read the message below and consider following the link to encourage your county officials to allow voters the chance to choose investment in Utah’s transportation system.
—
Dear Transportation Stakeholder,
As you know, this past March we celebrated a hard-fought victory when the Utah State Legislature passed HB 362, a landmark transportation funding bill. The bill has given counties the authority to place a local option sales tax on ballot this November. The local option will provide a substantial piece of the financial puzzle, giving cities, counties, and transit agencies a quarter of one penny in sales tax — the equivalent of a penny for every four dollars. This measure, which will give 40 percent of the sales tax each to cities and to transit, and 20 percent to counties, is particularly important in addressing local entities’ funding gaps. The Utah Transportation Coalition is once again in full campaign mode to deliver a successful result at the ballot box this November and we again need your help!
Opponents of the local-option are contacting their County officials and urging them to keep this decision away from Utah voters. The result: longer commutes, increased maintenance costs, hampered economic growth and a diminished quality of life. That simply is not acceptable.
As taxpayers, we should stand behind our County officials. We need you to just. Show your support to ensure that the County officials know firsthand that residents support their efforts to let Utah voters decide to ease their own commutes, strengthen our economy, improve our air quality and address future growth by improving the transportation infrastructure our own communities.
Take action and click HERE to tell your County officials you support them moving forward with the local-option.
Thank you,
Utah Transportation Coalition

STAKER PARSON COS., AN OLDCASTLE MATERIALS CO., EARNS NATIONAL AWARD FOR ECOLOGICAL OPERATIONS
July 18, 2016, Lanham, Md. — The National Asphalt Pavement Association (NAPA) announced today that Staker Parson Cos., an Oldcastle Materials Co., of Ogden, Utah, is the finalist of the 2015 Ecological Award for a new plant. The award is sponsored by Roads & Bridges magazine. The company was recognized Monday, July 18, at a ceremony honoring the Operational Excellence Award recipients during the NAPA Midyear Meeting in Seattle.
“NAPA members strive for excellence beyond constructing high-quality asphalt pavements. The five categories of the Operational Excellence Awards — Asphalt Operations Safety Innovation, Community Involvement, Ecological, Outstanding Brochure, and Outstanding Website — recognize a company’s commitment to operations that make them good contractors, good industry ambassadors, and good neighbors,” said NAPA Chairman Kevin Kelly.
The Ecological Award recognizes asphalt plants whose streamlined production facilities improved productivity and safety. The goal is to demonstrate the asphalt industry’s concern for environmental issues, the practical methods undertaken to promote environmental stewardship within the company, and to emphasize the inherent recyclability of asphalt pavements.
Before designing the new Brigham City Plant, which became operational three years ago, Staker Parson examined its ecological efforts and identified a number of improvements to make the plant run smoother, more efficiently, and with greater consideration to the environment.
“We were able to increase efficiency of the overall operation just by being able to locate the plant in the area of the pit that made the most sense,” said Patrick Clark, environmental advisor for Staker Parson Cos., an Oldcastle Mountain West Division.

AGC SELECTS THE I-15 POINT PROJECT AS HIGHWAY PROJECT OF THE YEAR IN 2016
Salt Lake City, UT, February 9, 2017– The Associated General Contractors (AGC) selected the Point Project- I-15; SR-73 to 12300 South Widening, as Highway Project of the Year in 2016. The project was completed by Utah County Constructors, a Joint Venture between Staker Parson Companies and Wadsworth Brothers Construction.
“Our team faced many challenges on this project with the most significant being space and time, but our team surpassed all expectations and completed the project on time and within budget,” said Tyler Shepherd, Staker Parson Companies Project Manager.
The Point Project, owned by Utah Department of Transportation, was completed over two years and consisted of widening seven miles of I-15 to six lanes in each direction between 12300 South in Draper and SR-92 in Lehi. UCC committed to keeping four lanes of traffic open in each direction and all on and off ramps fully accessible during construction. The amount of effort that went into satisfying these requirements was monumental and all completed by required deadlines. The Joint Venture completed two segments by the end of 2015 and the final segment by October 2016.
The Point Project ran 24 hours a day, seven days a week. Employee and public safety were a priority. Other challenges included resource management, i.e. equipment and materials. Having the right equipment at the right time with the right materials can be challenging, but was achieved to ensure the required quality.
“Running all day and night increased the risk of incidents and injuries,” stated Shepherd, “but our team managed to complete the project safely and on time despite the risks involved.”
Utah Construction & Design also recognized the I-15 Point Project as Highway Project of the Year in 2016. Staker Parson Companies is honored to be a part of the Utah County Constructors Joint Venture and to receive this award from the AGC. The company is looking forward to many more projects in the future.

AGC RECOGNIZED STAKER PARSON COMPANIES’ RUNWAY 17/35 AND TAXIWAYS PROJECT WITH AIRPORT/TRANSIT PROJECT OF THE YEAR IN 2016
Salt Lake City, UT, February 9, 2017– The Associated General Contractors (AGC) selected the Runway 17/35 and Taxiways P&R Pavement Rehabilitation project as Airport/Taxiway Project of the Year.
“It was important to complete this project on time to accommodate the upcoming Thanksgiving holiday commercial travel,” said Jeremy Harvey, Staker Parson Companies Project Manager.
The main challenge of this project was the start date. Originally, the project would have started on July 5th, but due to a delay in Federal funding, the start date was pushed out to August 3rd meaning that the already challenging project now had only a couple of months to be completed. With winter looming, the Staker Parson Companies team worked together with the Salt Lake City Department of Airports (SLCDA) to alter the project phasing to trim five days off the original paving schedule. The adjustment allowed the adjoining runway and two connecting taxiways to continue operating while saving time to avoid pushing asphalt paving further into the cold weather.
Staker Parson Companies dedicated it’s Beck Street Hot Plant facility to the project during the runway mainline paving to complete a full length paving pass each day allowing for the elimination of a transverse pavement join in the center of the Runway.
Staker Parson Companies and its subcontractors worked over 26k man hours on this project with zero OSHA recordable accidents and zero incidents or lost time accidents. Each employee was acquainted with the project goals, safety hazards and working condition when they first arrived at the project which continued through the project.
“This was achievable by a having a strong group of employees who were always safety conscience,” stated Harvey, “and a true culture of ‘Speak Up! /Listen Up!”
Staker Parson Companies is honored to have received this award from the AGC and plans on many more successful future projects.

Staker Parson Companies Employees Help Send Donations to Leyte, Philippines
Donation Thank You to Staker Parson Companies from Leyte, Philippines from OM West on Vimeo.
Typhoon Haiyan, known in the Philippines as Typhoon Yolanda, was one of the strongest cyclones ever recorded, devastating portions of Southeast Asia, particularly the Philippines, in early November 2013. For Jen, it had been a few years since she had visited her family in the Philippines, and for Will, this would be his first trip.
Jen and Will Worley had been sending money to Jen’s family’s village to help them purchase supplies and basic necessities needed because of the destruction of Typhoon Yolanda. Knowing the most important necessity was food and understanding that the government aid could take some time to arrive in the remote village of Brgy. Roosevelt, Philippines, Jen and Will decided to do more than just send cash. They decided to rally help from friends, family, and co-workers to do more.
Will Worley, QC Technician at Staker Parson Companies, reached out to his co-workers. Staker Parson Companies rallied together to donate clothing, hygiene kits, and cash to help Jen and Will purchase much-needed clothing and school supplies for the children in the village. Delta Airlines donated buddy passes for other traveling members of the group along with extra baggage allowance for the many bags Will, Jen, and the group would be taking with them.
Once they arrived in the Philippines, the group made their way to the village. In order to get to the villages most damaged by the typhoon, the group had to take three forms of transportation from the airport. The bridges going into the village were destroyed by the typhoon. Because of this, the group would have to walk across the bridges carrying all their supplies by hand. Some of the buildings had been rebuilt, but many old houses and other buildings had been completely washed out.
As they entered the village, Will couldn’t help but notice the smiles on the faces of so many who had been affected by this very destructive typhoon. Even though the destruction was evident, they all still managed to have a smile on their face and welcome the group with open arms. There were so many children waving and saying hello. One of the things they were so excited about was the candy Jen and Will had packed in their suitcase to hand out. There were many adults and children lined up waiting to receive the delicious American candy.
Over the next few days, the group handed out school supplies to local school children. The kids were all in a line holding signed papers saying, “Thank you Staker Parson Companies.” What a sight! “I can’t help myself but cry as we handed the bags to each kid. I can see how happy they are seeing what’s inside of the bags. We came up with school supplies, sleepers, shirts, shorts, and most importantly, toys. You can see it was the happiest day of their lives,” said Jen Worley. The group also helped repair bridge damage and clean up the village as needed.
“My personal motto is, it is better to give than to receive. I always believe in the saying, ‘What goes around comes around’ so let’s continue to share our blessings. Will and I want to personally thank Dan, AKA Grandpa (Staker Parson Companies), Tony Bronson (Staker Parson Companies), Lisa Nielson (Staker Parson Companies), and everyone who helped make this trip a success. Lisa was our “Go TO” person in America for all our logistical needs, volunteer shirts, and supplies.
Without her help and the help of the team, this trip would not have been the seamless operation it panned out to be. We plan to go back in a year’s time to continue the rebuilding process and give more school supplies to the local elementary, junior high, and high school,” said Jen.
